The Terrorism Confinement Centre (CECOT) in El Salvador may be a prison like no other, but Britain’s High Security Protection Unit (HSPU) in Frankland Prison, County Durham, is designed to rival its harsh conditions.

The HSPU is home to Britain’s most notorious convicts, including jihadis, serial killers, and high-profile gang members. These offenders are held in a supermax unit, isolated from the general prison population, with limited access to amenities. The HSPU’s architecture and regime are modeled after the ADX Florence supermax prison in the United States, known for its 23-and-a-half hours of daily lockdown.

The salient difference between the HSPU and CECOT lies in their underlying philosophies. CECOT is a product of El Salvador’s extreme security measures, aimed at containing the country’s gang violence through maximum confinement.
