House Bill 1052 was initially presented to the House by Rep. Ethan Manning in December 2025. The measure aimed to bring changes to the local laws, specifically targeting sweepstakes casinos operating in Indiana. The measure would impose a $100,000 fine on operators who use a dual-currency system of payment, allowing a player to exchange currency for cash prizes.

Sweepstakes Casino Ban: What’s Next?

The measure was amended multiple times in both the House and Senate before advancing out of the Senate in February 2026. It now returns to the House. The Senate amended the language to define sweepstakes games as:

“A game, contest, or promotion that: is available on the Internet; is accessible on a mobile phone, computer terminal, or similar access device; utilizes a dual-currency or multi-currency system of payment allowing a player to exchange currency for: a cash prize, a cash award, or cash equivalents; or a chance to win a cash prize, a cash award, or cash equivalents; and simulates: lottery games; or casino-style gaming, including slot machines, video poker, table games, bingo, or sports wagering.”

The updated language specifically works to exclude games, contests or promotions that are offered by the state lottery commission as well as peer-to-peer skill-based poker games.

Will the Measure Pass this Legislative Session?

The legislative session ends on February 27, 2026. This means the House only has a few days to vote on the bill and have Indiana Gov. Mike Braun sign it into law. If HB 1052 does manage to pass in the House in time, it would go into effect in July 2026.
